BOTSWANA: Southern African Development Community (SADC) Secretariat 

PROJECT: Resilient Health Systems for Emergency Preparedness (RHeSEP) Project.

GENERAL PROCUREMENT NOTICE

1. The Southern African Development Community (SADC) has applied for a grant from the African Development Fund to finance the Resilient Health Systems for Emergency Preparedness (RHeSEP) Project and intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.

2. The principal development objective is to strengthen health systems’ resilience and capacities to effectively respond to public health and nutrition emergencies in the SADC region. Specifically, the project aims to: (i) Strengthen laboratory capacities for effective diagnostics and genomic sequencing. 

(ii) Improve access to safe, effective, and quality-assured medicines. 

(iii) Strengthen systems and capacities for integrated data generation and use.                                                             

3. The project includes the following components:

Component 1: Strengthen laboratory capacities including diagnostics and genomic sequencing. This component will include training of laboratory and non-laboratory personnel on key laboratory concepts, One Health, Nutrition and gender in emergencies; rehabilitation and equipping of selected diagnostic and Wastewater Environmental Surveillance laboratories; establish a model for cross-border laboratories and establish a mobile cross-border laboratory.

Component 2: Strengthen Regulatory Capacity and Collaboration for Harmonized Medicines Oversight and Pooled Procurement. This will include training and technical assistance for SADC and National Medicines Regulatory Authorities; provide technical assistance to the SADC Pooled Procurement Services on pooled procurement; train the Central Medical Stores Staff; creation of a shared database of pre-negotiated Longterm Agreements; support product selection/ prioritization and aligning formulations of selected products across countries; conduct a youth innovation challenge to provide competitive grants to youth-led MSMEs in health technologies that enhance emergency preparedness and create jobs. 

Component 3: Enhancing Integrated Data Systems for Analysis, Communication, and One Health. This will include upgrading the SADC data system to an integrated real-time regional digital health information system and providing technical assistance to SADC on the HMIS; undertake critical studies which include a health systems functionality and performance assessment, a baseline analysis of the health system's vulnerability, and potential adaptation and resilience to climate shocks, a feasibility study for inclusion of public health into the SADC Humanitarian and Emergency Operations Centre based in Mozambique; develop regional training programs in advanced data analytics, data visualization and health informatics.

Component 4: Project Management and Institutional Support

4. The Procurement of Goods, Works and Services, financed by the Bank, will be carried out in accordance with the Bank’s Procurement Policy for Bank Group Funded Operations dated October 2015 and in line with the provisions stated in the Grant Agreement and is open to all eligible firms and individuals as defined in the Procurement Framework.

5. Bidding documents and Specific procurement notices for contracts subject to open competitive procurement will be announced, as they become available on the Bank’s external website, Borrower’s media platforms etc and are expected to be available in March 2026.

6. Advance Contracting for engagement of Individual Consultants has been agreed for the following contracts: 

  • Project Coordinator
  • Finance Officer 
  • Procurement Specialist, and 
  • M&E and Health Information Officer
