Fourth INFORM Subnational Risk Model Workshop

The Southern African Development Community Secretariat (SADC), in collaboration with the Resilience Initiative Africa (RIA) programme implemented by the German Government through the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), will convene the fourth INFORM Subnational Risk Model Workshop from 10-12 February 2026 in Maputo, Republic of Mozambique.

This workshop forms part of a structured series aligned with the previously shared regional schedule, following successful sessions hosted in Johannesburg, Windhoek, and Mbabane. The Maputo meeting marks a key milestone in the regional rollout of the INFORM Subnational Risk Model across SADC Member States.

Between 2025 and 2026, the SADC Secretariat working closely with all Member States is implementing the INFORM Subnational Risk Model to strengthen shared risk analysis and promote evidence-based decision-making across development and humanitarian sectors. The rollout is supported by GIZ, United Nations Development Programme (UNDP), MapAction, and other strategic partners.

The INFORM Subnational Risk Model is a robust risk assessment framework that delivers granular provincial, municipal, and community-level insights through a Subnational Risk Index. By aligning strategies and programmes to specific locations and types of risk, the model enhances preparedness, resilience planning, and coordinated response across the region.

Ahead of the workshop, the INFORM Subnational Risk Model technical team will undertake a pre-workshop mission from 6-9 February 2026 to the SADC Humanitarian and Emergency Operations Centre (SHOC), located in Nacala District, Nampula Province, Mozambique.

The mission aims to assess SHOC’s infrastructure and operational readiness to host and manage the INFORM Subnational Risk Model as a sustainable regional platform for:

• Risk information management

• Multi-hazard early warning systems

• Capacity building and knowledge exchange
