1. The East, Central and Southern Africa Health Community (ECSA-HC) is a diplomatic regional intergovernmental organization set in 1974 to foster cooperation that will lead to the strengthening of health programs in the region and promote attainment of the highest possible standards of health among member states. The member states of the ECSAHC are Kenya, Lesotho, Malawi, Mauritius, Swaziland, Tanzania, Uganda, Zambia and Zimbabwe. The ECSA-HC Secretariat is based in Arusha, Tanzania.
2. The New Partnership for Africa’s Development (NEPAD) is a programme of the African Union, adopted in 2001 in Lusaka, Zambia, aimed at poverty alleviation and promotion of economic growth and sustainable development in Africa.
3. The ECSA-HC and NEPAD agency are coordinating a World Bank funded Southern Africa TB and Health Systems Support (SATBHSS) Project covering four Southern Africa countries of Lesotho, Malawi, Mozambique and Zambia.

The ECSA-HC has received financing from the World Bank towards the costs of the Southern Africa TB and Health Systems Support (SATBHSS) Project, and it intends to apply part of the proceeds toward payments under the contract for Consultancy services to conduct a regional study on Implementation of Harmonized TB Management Guidelines and Cross-border Referrals in the Mining Sector in SADC Region.
Objectives of the assignment
a) The main purpose of this study is to: (i) Assess the current status of implementation of SADC regional harmonized policy frameworks and guidelines on TB Management with specific focus on TB in the Mining Sector in the SADC; and (ii) Document information on interventions to support the implementation/scale-up of harmonized Management of TB in the Mining Sector and cross-border referrals of TB patients in SATBHSS and other SADC member states.
b) To assess the current stage of domestication of SADC regional harmonized policy frameworks and guidelines on TB Management in the SADC member states and document lessons learned.
c) To document information on past and current interventions to support the implementation/scale-up of Harmonized Management of TB in the Mining Sector and cross-border referrals.
d) To perform a comprehensive comparative assessment of TB management guidelines and routine recording and reporting tools across SATBHSS countries to understand gaps in harmonizing TB management protocols and support the development/implementation of cross-border tolls.
e) To assess the implementation of harmonized TB management and cross-border referrals for miners and families/migrant population at health facilities and patient level.
f) To document bottlenecks for implementation of harmonized TB management and cross-border referrals.
g) To provide recommendations for effective implementation of harmonized TB management and cross-border referrals.
h) To identify countries with pronounced cross-border migration to and from SATBHSS project countries to be prioritized for targeted interventions.

The ECSA-HC invites Expression of Interests (EOI) from eligible, qualified and experienced consulting firms to be shortlisted for provision of consultancy Services to conduct a regional study onImplementation of Harmonized TB Management Guidelines and Cross-border Referrals in the Mining Sector in SADC Region.
6. Selection will be conducted through the Consultant’s Qualification Selection (Firms) as per ECSA-HC procurement procedures and World Bank “Procurement Guidelines and Consultant Guidelines”
7. Please note that this is NOT a request for Technical or Financial proposals. After review of expression of interest, the shortlisted consultants will be invited to submit their proposals and will be provided with the specific Terms of Reference (ToR).
The following criteria will be used to assess the EOI:
(a) Consultant’s profile (Brief historical background, physical registered office and technical competence
(b) At least 5-10 years proven experience in conducting similar multi-country studies of similar scope or a demonstrated practical experience of implementation of similar initiatives
(c) Availability of appropriate managerial and technical skills among staff
