Southern Africa Development Community (SADC) has received a Grant from the African Development Bank toward the cost of the Institutional Support to African Climate Institutions Project (ISACIP).and intends to apply part of the agreed amount for this grant to payments under the contract for individual consultant to undertake a Vulnerability and Socio-economic Impact Assessment.
The Institutional Support Project to the African Climate Institutions (ISACIP) funded by the African Development Bank (ADB) aims to strengthen the capacity of African climate centres to generate climate information and to allow their wide dissemination to users end. These centres are: the African Centre of Meteorological Applications for Development (ACMAD) Regional Centre for Agro meteorology and Operational Hydrology (AGRHYMET), IGAD Climate Prediction and Applications Centre (ICPAC) and SADC Climate Services Centre (SADC-CSC) former Drought Monitoring Centre (DMC). This project will strengthen the capacity of various African scientists to generate relevant information on climate and to make them available to end users referred through appropriate channels.
This is a request for an individual consultant to undertake a Vulnerability and Socio-economic Impact Assessment.
The overall objective is to undertaken assessment of the impacts and vulnerability of climate variability and climate change for the fifteen SADC Member States. The study has a number of key aims to assess the potential impacts of climate Variability and change on key sectors on the economy and non-market sectors (such as health) so Members States can understand what is at stake for them. More specifically, the study is to include at a country level:
Impact Assessment: substantive analysis to develop a comprehensive and quantified assessment of the economic impacts of climate variability and change. The impact analysis should emphasize climate effects both on economy and prospects for growth, as well as on the poorer and more vulnerable sections of society (specifically via the MDGs).
Costed Options for Mitigation and Adaptation: analysis of the costs and benefits of climate change mitigation and adaptation in the short, medium and long term, including an assessment of regional interdependence and its consequential multiplier effect. (Time horizons may be informed by country planning processes, e.g. 2020, 2025 and 2030. For adaptation use of the MDG 2015 target may be helpful).
SADC Secretariat now invites eligible Individual Consultants to indicate their interest in providing the consulting services under SADC Climate Services Centre ISACIP.
Interested Individual Consultants must provide information indicating that they are qualified to perform the services (expression of interest cover letter, curriculum vitae, copies of evidence of professional and academic qualifications, etc).
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants”, dated January 2000, which is available on the Bank’s website at http://www.afdb.org.
