Multinational Malawi/Mozambique/Zambia: Feasibility Study on the Navigability of Shire-Zambezi Waterways

This invitation for Expression of Interest (EOI) follows the General Procurement Notice for this project, which appeared on UNDB Online on 18 April 2012 and referenced AfDB 23-04/12.

The Governments of Malawi,Mozambique and Zambia through the SADC Secretariat have received Grants from the African Development Bank NEPAD-Infrastructure Project Preparation Facility (IPPF) and the African Water Facility (AWF) towards the cost of conducting a detailed Feasibility Study on the Navigability of the Shire-Zambezi Waterways.

The Southern African Development Community (SADC) Secretariat acting for the Governments of Malawi,Mozambique and Zambia hereinafter referred to as “the Employer” intends to shortlist consultants for the provision of the required services. The Secretariat wishes to recruit an Individual Consultant (Project Coordinator) for a one (1) year fixed-term contract to assist in the coordination and supervision of the Feasibility Study on the Navigability of Shire Zambezi Waterways.

The qualifications required for this assignment are the following:

(i) Minimum MSc degree in: Transport, Civil Engineering, Project Management, Marine, Economics or a closely related field.

(ii)  Minimum of 10 years post qualification experience in the field of project Management particularly for infrastructure projects.

(iii) Strong experience with structuring PPP projects in emerging markets or in developing country context with experience and knowledge in infrastructure project finance.

(iv) Strong experience in capacity building is desirable and would be an added advantage.

(v)  Specialised fields of expertise should include roads, rail, Marine, water transport, and water resources sub-sectors.

The Project coordinator must have appropriate knowledge of the local conditions, such as the administrative system and government organisation of the participating countries and the Region and must have been involved with at least a minimum of 5 regional infrastructure projects.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” [May 2008 Edition], which is available on the Bank’s website at http://www.afdb.org. Borrowers are under no obligation to shortlist any consultant who expresses interest.

The EOI should be submitted in writing and should contain a statement of interest with a detailed Curriculum Vitae outlining experience in similar projects and qualifications. The CVs should also be responsive to the following criteria:

LATE EXPRESSIONS OF INTEREST WILL NOT BE CONSIDERED.
