1. The Southern African Development Community (SADC) Secretariat has received financing from the African Development Bank (AfDB) through the African Development Fund (ADF) financing window towards the cost of the THE SOUTHERN AFRICAN DEVELOPMENT COMMUNITY (SADC) TRADE AND TRANSIT FACILITATION PROJECT and intends to apply part of the agreed amount for this grant to payments under the contract for CONSULTANCY SERVICES FOR A MARITIME SHIPPING STUDY, TRANSIT MANAGEMENT AND CROSS BORDER COOPERATION. 

2. The Southern African Development Community (SADC) Trade and Transit Facilitation Project is aimed at facilitating the movement of goods and people along the North-South Corridor and at key border posts, whilst supporting the development of railway infrastructure in the region. The main objective is to enhance trade and transport facilitation especially on major corridors and strengthening enforcement capacity of customs and other border agencies in SADC. 

3. The specific objectives of this consultancy assignment are to; 

i) support the development of frameworks for customs and transport facilitation and interconnectivity including interfaces with the SADC Corridor Trip Management System (CTMS) and deployment and operationalization of the system at selected borders  

ii) Strengthening the capacity of customs and transport regulators for proactively managing compliance with set frameworks and standards including cooperation and collaboration with other agencies and the private sector. 

iii) coordinate and develop harmonized customs, transport, and transit systems, procedures, and instruments to ease the movement of goods, people and means of transport . 

iv) promote greater connectivity and efficiency across regional, continental and maritime trade and transport logistics networks.

The assignment is expected to be implemented within 22 months.

4. The SADC Secretariat now invites eligible consulting firms to indicate their interest in providing these services. Interested consulting firms must provide information indicating that they are qualified to perform the services (i.e., Company profile detailing alignment to the assignment, description of similar assignments undertaken, experience in similar conditions and availability of appropriate skills among staff). 

5. The consulting firm should have significant in-depth expertise and knowledge in Customs Administration, Border Management Systems, and International Trade. The skills among the staff should include expertise in Customs Procedures, International Trade, Law, Transportation Engineering/Economics, Maritime Transport, Information Technology, Project Management and any other relevant experience aligned to the assignment. 

6. Consultants may constitute joint ventures to enhance their chances of qualification. 

7. Establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework as specified in the Bank’s Procurement Framework, dated October 2015, which is available on the Bank’s website at https://www.afdb.org/en/projects-and-operations/procurement/new-procurement-policyA Consultant will be selected under the Quality and Cost Based Selection (QCBS) method set out in the Procurement Policy.

9.
