Southern African Regional Climate Information Services for Disaster Resilience Development (SARCIS-DR)

GENERAL PROCUREMENT NOTICE 

1. The Southern Africa Development Community (SADC) Secretariat has received a grant in the sum of EURO 3,198,600 from the African Development Bank to finance the Southern African Regional Climate Information Services for Disaster Resilience Development (SARCIS-DR) Project. The purpose of the project is to increase the capability of SADC countries to respond to climate-induced disasters and to reduce loss of lives and damages of resources and proprieties.

2. The overall objective of the project is to decrease the negative impacts of extreme weather and climate related phenomena and risks in the SADC region and contribute towards sustainable development of the societies. The specific objectives are to:

i) Improve meteorological infrastructure equipment for catering early warning system in Member States countries.

ii) Generate  and  disseminate  extreme  weather  and  climate  information for Disaster  Risk Reduction.

iii) Build capacity in early warning system of National and regional Experts.

 

It is expected that procurement of Goods and Services (including non-consulting services), shall be carried out under the Project. The expected modes of procurement, some of which are under Bank Procurement Policy and Methodology (BPM) are:

  • Limited International Bidding (LIB)
  • Least Cost Selection (LCS)
  • Individual Consultants (IC)
  • Open Competitive Bidding (OCB)
  • National Procedures
     

3. The project includes the following components:

Component 1: Improvement of meteorological infrastructure equipment

Component 2: Generation and dissemination of Extreme weather and climate information for disaster risk reduction

Component 3: Capacity building in early warning at all levels

Component 4: Project Management and Coordination, Technical expertise

 

4. Procurement of goods will be in accordance with the Bank's Rules of Procedure for the Procurement of Goods. Acquisition of the services of Consultants will follow the Bank's Rules of Procedure for the Use of Consultants. Bidding documents are expected to be available in September 2018.
