The Objectives of the SPPS are to:
- Coordinate and Promote collaboration among National Medicines Procurement Agencies through regional and International Cooperation;
- Facilitate the exchange of information and Expertise among Member States; Mobilize and Coordinate resources for the procurement services of essential services of essential medicines and health commodities in the region;
- Mobilize and Coordinate resources for the procurement services of essential services of essential medicines and health commodities in the region;
- Coordinate the development and harmonization of policies, guidelines and legislation for procurement and supply Management of essential medicines and health commodities, including policies, guidelines and legislation related to the protection of IPR and implementation of the Doha Declaration on TRIPS Agreement and Public Health and WTO 30th August 2003;
- Facilitate and improve the capacity of Member States in Procurement and Supply Chain Management; andTo promote local and Regional Production of essential medicines.

Functions of SPPS:
- Coordinate information and work-sharing via shared electronic platforms;
- Monitor, support and assure adherence to good Pharmaceutical Procurement practices for essential Medicines and Health Commodities;
- Implement and support adherence to to good Pharmaceutical Procurement practices for essential Medicines and Health Commodities;
- Reconcile needs of essential Medicines and Health Commodities for procurement;
- Conduct framework contract tenders among prequalified suppliers of essential Medicines and Health Commodities;
- Coordinate the approaches to intellectual property management needed to ensure Pharmaceutical procurement;
- Manage the purchasing process in accordance with best public procurement principles;
- Monitor framework contracts and resolve issues related to orders placed by Member States;
- Provide (e-) procurement services;
- Support the sustainability of the Pharmaceutical Procurement and supply chain Management Activities;
- Coordinate the exchange of PPSM Human Resources to improve PPSM capacity among Member States; and
- Perform any other activity needed in order to ensure the efficient procurement of essential medicines and health commodities.
