JOB VACANCY: MANAGER CORPORATE SERVICES

Background

The aim of SASO, established by SADC Member States through a Charter and organised under the Principle of Subsidiarity, is to promote the safe and efficient use and development of civil aviation within the SADC region. It will accomplish this by assisting SADC Member States in meeting their safety oversight obligations and responsibilities as outlined under the Convention on International Civil Aviation signed in Chicago on 7 December 1944 and its safety-related Annexes and Documents.

Pending the Charter establishing SASO coming into force, Member States agreed to put into place interim arrangements which led to the establishment of Interim SASO and SASO Secretariat. This was achieved through the signing of the Memorandum of Understanding between the Government of the Kingdom of Eswatini and SADC Secretariat on behalf of Member States.

To this end Interim SASO Secretariat wishes to recruit a suitably qualified candidate within the SADC Region to fill the following position:

Position

Manager: Corporate Services Interim SASO Secretariat                     

Main purpose of the job:

To provide technical support in the design, facilitation, and implementation of effective and efficient SASO financial management systems and working capital management for sound decision making, in accordance with SASO financial rules and regulations. In addition, provides effective and efficient human resources management, administrative and logistical support to the organization

Key result areas - Duties and Responsibilities:

In the following key result areas, the Manager Corporate Services shall:

Financial Policy, Strategy Formulation & Implementation

  • Develop financial policy, strategy and regulations for SASO
  • Develop appropriate budgets that support the Secretariat’s work
  • Contribute to the development of the Secretariat’s strategic plan
  • Develop and implement strong internal control systems and accountabilities including credit control & debt collection systems
  • Maintain ledgers, asset register and depreciation schedules

Financial Reporting & Budgeting

Prepare annual budgets and financial reports/statements for presentation to the Executive Director and the CAC for approval

  • Prepare timely financial reports for the ED that communicate the financial performance of the SASO
  • Prepare monthly cost comparison reports for budgetary control and account for the SASO’s expenditure and its disbursement against budget codes and relevant
  • Prepare books of accounts for timely annual audit

Statutory & Regulatory Compliance

  • Ensure compliance with all statutory & regulatory guidelines
  • Coordinate internal/external audit activities
  • Address all audit issues that may arise

Human Resources Policy, Strategy and Systems

  • Formulate Human Resources and Development policy and strategy for the SASO
  • Develop and maintain a comprehensive Conditions of Service manual to guide SASO
  • Take measures to ensure that such policies and procedures are adhered to
  • Implement the relevant HR systems for SASO
  • Design and facilitate implementation of payroll system

Human Resources Administration

  • Handle HR matters relating to recruitment & placement
  • Promote harmonious industrial relations
  • Manage staff welfare
  • Coordinate performance appraisals for staff
  • Liaise with relevant Ministries of the Host State on matters relating to staff immunities and privileges and issuance of resident permits to staff

Administrative Function

  • Provide cost effective and efficient administrative services including procurement of goods and services
  • Establish Service Level Agreements with various service providers
  • Provide the necessary logistical support for the effective running of SASO
  • Ensure the continuous upkeep of the SASO facility
  • Administer the provision of protocol services to visitors and dignitaries
  • Ensure a conducive working environment

Training

  • Assist in the identification of training needs
  • Coordinate and implement training plans and activities for SASO staff in liaison with Deputy Executive Director: Technical Operations

Any Other Duties

Perform any other duties as may be assigned by the Executive Director 

Job requirements - Qualifications & Experience:

The Manager Corporate Services shall possess the following qualifications and experience:

Academic Qualifications

  • Bachelor’s Degree in Finance or equivalent
  • Master’s Degree in Accounting, Finance, Business Administration or Management Sciences

Professional Qualifications

  • Professional qualification in Association of Certified Chartered Accountants or Chartered Institute of Management Accountants is an added advantage
  • Diploma in Human Resources/ Human Capital is an added advantage

Experience

  • 10 years relevant experience, 5 years at managerial level

Essential Skills OR Knowledge Required To Meet Demands Of The Job

  • Proficiency in computer-based accounting systems and general IT applications
  • Knowledge and application of payroll systems
  • Proven Integrity
  • Excellent communication, report writing and interpersonal skills
  • Self-motivated with the ability to work with minimum supervision

Length of Time To Full Job Effectiveness

  • 3 months

Tenure of Appointment:

  • The SADC CAC will appoint, renew or terminate employment service of the Manager Corporate Services of the SASO through recommendation by the relevant structures
  • Notification of extension / termination of the service agreement shall be a period of 6 months before the expiry date;
  • A person appointed as the Manager Corporate Services shall hold office for a period of four (4) years and shall be eligible, upon application for the appointment, for three more periods (three terms of 12 years in total) subject to satisfactory performance.
  • The Service Agreement of a person in the position of Manager Corporate Services would make provision for transition from iSASO to SASO within the contractual period.

Remuneration:

The Manager Corporate Services shall receive an all-inclusive package of USD 101,628 – 132,060 per annum, grade D5 of the SASO remuneration structure. The remuneration package is negotiable.
