The project is commissioned by the SADC Secretariat through the support of the Federal Republic of Germany (BMZ), in delegated cooperation with the UK Department for International Development (DFID) and the Australian Agency for International Development (AusAID). This partnership is supported by GIZ through the implementation of the programme on “Transboundary Water Management in SADC”.

The project is divided into two work packages: i) the Mid-Term Review (MTR) of the Regional Strategic Action Plan (RSAP III) and ii) the Evaluation of the Protocol on Shared Watercourses (EOP). The objectives of the Mid-Term Review are to define the implementation status of RSAP III interventions, to evaluate progress made towards the achievements of the RSAP III operational objectives, to assess the functional capacity requirements of the RSAP III and to appraise the modes of delivery used to implement the RSAP III.

The objectives of the Evaluation of the Protocol are to measure the evolution of the institutional framework in the SADC Water Sector, to define the implementation status of specific provisions and to review the overall progress achieved through the implementation of the Protocol.

In alignment with the SADC Policy on Strategy Development, Planning, Monitoring and Evaluation of the project shall contribute:

  • To consolidate the institutional mechanisms for SADC Secretariat to improve its capacity in the area of monitoring and evaluation;
  • To enhance the capacity of the Secretariat in mobilising resources and coordinating organisational efforts and stakeholder support towards  SADC priorities;
  • To provide effective mechanisms for reporting progress towards and achievement of targeted results based on evidence at different levels;
  • To enhance learning, ownership, commitment and accountability for results to all SADC stakeholders.

The Mid-Term Review (MTR) and the Evaluation of the Protocol (EOP) are based on a comprehensive consultative and participatory process, based on in-country visits. The consultants shall meet all relevant stakeholders, including key representatives of the SADC Secretariat, Member States (14), River Basin Organisations, Implementation Agencies and International Cooperating Partners. In parallel of the consultations the consultants shall review all critical documentation relative to the implementation of the Protocol and the RSAP III.

 As part of the assignment the consultant shall also organize a regional workshop to validate and consolidate the key findings of the MTR and EOP.

The Mid-Term Review of RSAP III and the Evaluation of the Protocol are expected to start in October 2013 and should be completed over a period of six months.

Personal : Specification of inputs and necessary Qualifications

In view of the scope and complexity of the Protocol and RSAP III, the project shall be carried out by a multi-disciplinary team of experts. The team of experts shall have practical expertise in the field of transboundary water management, integrated water resources management, international water law, water resource economics, organisational development and impact evaluation.

The consultants undertaking this assignment shall have a long proven track-record working with the SADC Secretariat and Shared Watercourse Institutions. The total input from the team of experts is estimated at 245 person/days.
