Southern Africa Development Community (SADC) has received a Grant from the African Development Bank toward the cost of the Institutional Support to African Climate Institutions Project (ISACIP).and intends to apply part of the agreed amount for this grant to payments under the contract for an individual consultant to assess the current status of the hydro-climatic parameters within the framework of the climate variability and change in order to draw an ATLAS for SADC Region.
The Institutional Support Project to the African Climate Institutions (ISACIP) funded by the African Development Bank (ADB) aims to strengthen the capacity of African climate centres to generate climate information and to allow their wide dissemination to users end. These centres are: the African Centre of Meteorological Applications for Development (ACMAD) Regional Centre for Agro meteorology and Operational Hydrology (AGRHYMET), IGAD Climate Prediction and Applications Centre (ICPAC) and SADC Climate Services Centre (SADC-CSC) former Drought Monitoring Centre (DMC). This project will strengthen the capacity of various African scientists to generate relevant information on climate and to make them available to end users referred through appropriate channels.
This request is to assess the current status of the hydro-climatic parameters within the framework of the climate variability and change in order to draw an ATLAS for SADC Region.
The Consultant should identify appropriate database that would lead to a development of a regional hydro-climatic atlas in line with the specifications of the observed and modelled database for Southern Africa with the purpose for developing regional network. He/she must furthermore assess the status of major policy barrier in the sharing of the climate information in the context of WMO information system (WIS) and come out with a synchronized agreement in sharing of climatic data among the Member States within the region.
The task entails the provision of an overview of the global data sets available, including a short description of their coverage and scale, and a short assessment of the main information gaps. In order to have a consistent data format across all participating countries, this task will also identify the metadata fields required for each data set available. The mock-up will be prepared as a simple web-based demonstration site that shows several regional data sets that can be integrated for analysis. The final activity is the production of a working prototype, with a user interface and the underlying database.
SADC Secretariat now invites eligible Individual Consultants to indicate their interest in providing the consulting services under the SADC Climate Services Centre ISACIP.
Interested Individual Consultants must provide information indicating that they are qualified to perform the services (expression of interest cover letter, curriculum vitae, copies of evidence of professional and academic qualifications, etc).
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants”, dated January 2000, which is available on the Bank’s website at http://www.afdb.org.
