Summit of the Double Troika Plus Troop Contributing Countries, Democratic Republic of Congo and Madagascar

The Summit of the Heads of State and Government of the Southern African Development Community (SADC) Double Troika Plus Troop Contributing Countries, DRC and Madagascar was held in Addis Ababa, Federal Democratic Republic of Ethiopia on 29 January 2015.
The  Summit among others:

  • Noted with great concern the failure by the FDLR to comply with their own commitment to voluntarily disarm and surrender before the expiry of the deadline of six month which expired on the 2nd January 2015, as such, military action is inevitable
  • Underlined the urgency for MONUSCO, African Union, SADC and ICGLR to effectively mobilize resources to facilitate through DDRRR the voluntary repatriation back to Rwanda of the FDLR elements, and identify third Countries of resettlement for those not willing to be repatriated.
  • Endorsed the appointment of a Special Envoy to be assisted by a senior jurist in order to help with the harmonisation of Articles 20, 25 and 45 of Madagascar Roadmap. Summit urged all the political and security stakeholders in Madagascar to work together towards the process of national reconciliation.
  • Commended the Lesotho stakeholders for contributing towards progress thus far in SADC facilitation efforts.
