Communiqué of the Extra-Ordinary SADC Troika Summit Plus the Chairperson of the Organ

1. The Extra-Ordinary Troika Summit of Heads of State and Government of the Southern African Development Community (SADC) plus the Chairperson of the SADC Organ, hereafter called Summit, was held virtually on the 14th of July, 2022.

2. Summit was officially opened and chaired by His Excellency Dr. Lazarus McCarthy Chakwera, President of the Republic of Malawi, in his capacity as the Chairperson of SADC.

3. Summit was attended by the following Heads of State and Government and/or their representatives:

Malawi His Excellency Dr. Lazarus McCarthy Chakwera, President of the Republic of Malawi and Chairperson of SADC.
Democratic Republic of Congo His Excellency Félix Antoine Tshisekedi Tshilombo, President of the Democratic Republic of Congo and Incoming Chairperson of SADC.
Mozambique His Excellency Filipe Jacinto Nyusi, President of the Republic of Mozambique and Outgoing Chairperson of SADC.
South Africa His Excellency Matamela Cyril Ramaphosa, President of the Republic of South Africa and Chairperson of the Organ on Politics, Defence and Security Cooperation.

4. Summit was also attended by the Chairperson of the SADC Council of Ministers, Chairperson of the SADC Ministerial Committee of the Organ (MCO), Ministers from SADC Troika Member States, namely Democratic Republic of Congo, Malawi and Mozambique, and the SADC Executive Secretary.

5. Summit observed a minute of silence and expressed its deep condolences to the bereaved family, Government and people of the Republic of Angola following the passing on of the late former President of the Republic of Angola, His Excellency José Eduardo dos Santos, who passed away on 8th July.

6. Summit received a brief progress report from the HE.Cyril Ramaphosa,President of the Republic South Africa and Chairperson of the Organ on Politics, Defense and Security Cooperation on the execution of the mandate and operations undertaken by the SADC Mission in Mozambique (SAMIM) since its deployment as a regional response to support the Republic of Mozambique to combat terrorism and acts of violent extremism in some districts of Cabo Delgado Province.

7. Summit approved an interim extension of the SAMIM mandate beyond 15July2022, to facilitate continuation of SAMIM operations, pending the review and consideration of a comprehensive SAMIM report by the Ordinary SADC Summit of Heads of State and Government scheduled to be held from 17-18 August 2022, in the Democratic Republic of Congo.

8. Summit commended His Excellency Matamela Cyril Ramaphosa, President of the Republic of South Africa and the Chairperson of the SADC Organ on Politics, Defence and Security Cooperation, for his leadership and efforts in ensuring sustained peace and security in the SADC region.

9. Summit commended His Excellency Dr. Lazarus McCarthy Chakwera, President of the Republic of Malawi and Chairperson of SADC, for his leadership and for successfully convening the Summit.
