International experience has demonstrated that a properly structured and administered minerals industry has the potential to generate substantial benefits to individual economies and regions. In a bid towards this kind of harmonisation, and in line with the regional integration , cooperation and common agenda of SADC, Member States have agreed to take immediate action to standardise and align policies and activities in the different sectors outlined by the SADC Regional Indicative Strategic Development Plan(RISDP) including the mining/minerals sector.

This report presents a Framework for harmonising mineral industry, policies, standards, legal and regulatory environments within the Southern African region. The framework is aligned to the RISDP and informed by developments within NEPAD (New Plan for Africa’s Development) and African Mining Partnership (AMD).
