As infrastructure is central to its goals of poverty eradication and Regional Integration, SADC developed the Regional Infrastructure Development Master Plan as a strategic framework guiding infrastructure development in Southern Africa. Built on a foundation of harmonised policies and a joint pool of resources, the Regional Infrastructure Development Master Plan highlights key challenges for infrastructure in the region and establishes specific targets for bridging gaps and removing bottlenecks, in turn aiming to unlock the region’s potential.
The Executive Summary sets out the Regional Infrastructure Development Master Plan’s six pillars of infrastructure: energy, transport, information and communications technology, meteorology, transboundary water resources, and tourism. For each of these sectors, the Executive Summary outlines indicators and targets for improvement, which are expanded upon in later chapters. The Executive Summary also reviews those plans currently operating in the region, strategies for funding and institutional mechanisms, and critical factors for success. Maps of current infrastructure in SADC and the detailed Short-Term Action Plan 2012-2017 appear in annexes.
