The Southern African Development Community (SADC) Secretariat has received financing from the African Development Fund toward the cost of the Support to the Capacity Building in Open and Distance Learning Project and intends to apply part of the agreed amount for this grant to payments under the contract for IT Consultant.
Two Centres of Specialisation designated through SADC bidding processes will provide courses and training in secondary education and teacher education. They will take a lead role in the development of capacity across SADC in the design and implementation of ODL courses. One of the key functions of the Centres of Specialisation will be enhancing information and resource sharing across the Region and establishing networks of ODL practitioners. This will be achieved through, among other strategies, the design and development of a data-base and other information sharing facilities.
An online Knowledge Management System (KMS) has been developed and deployed at the Open University of Tanzania (OUT). This utility will serve as an ODL Database with capabilities of providing online training. The KMS will enhance knowledge and information sharing as well as regional interaction between ODL Institutions through serving as the ODL Web Portal in which all ODL Institutions will be granted access to.
SADC Secretariat now invites eligible Individual Consultants to indicate their interest in providing these services. Interested Individual Consultants must provide information indicating that they are qualified to perform the services (expression of interest cover letter, curriculum vitae, certified copies of evidence of professional and academic qualifications, etc).
Principal duty of the IT Consultant will be to provide efficient assistance and support to the ODL project staff on IT specific tasks in conformance to SADC Secretariat ICT frameworks and policies. Furthermore provide guidance to Centres of Specialisation for conformance to SADC ICT Frameworks and Policies. Enable access for electronic information sharing tools to all SADC Member States through support and training.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” May 2008, which is available on the Bank’s website at http://www.afdb.org. SADC Secretariat is under no obligation to shortlist any consultant who expresses interest.
