    1.0 Introduction

    The Elimination 8 is a regional partnership of eight countries, established by SADC Ministers of Health to serve as a platform for regional collaboration towards acceleration of the elimination of malaria. The E8 Secretariat has recently been awarded a grant of US$18 million by the Global Fund, and is seeking the services of a Fund Management Agent (FMA) to support the financial management role of the E8 Secretariat in its capacity as the principal recipient (PR). The PR will oversee the allocation of grant funds to three or more sub recipients (SRs) – located across the SADC region - who will implement activities on behalf of the Initiative. The FMA will therefore provide services in support of the funds hosting, disbursement to SRs, accounting and financial management and reporting by the E8 Secretariat. The FMA will also provide some capacity building to the E8 Secretariat, allowing the Secretariat to eventually absorb all financial management responsibilities with time.

    2.0 Scope of the assignment

    The FMA will manage approximately US$13M of the US$18M over two of the three project years, and to be disbursed to the PR as well as implementing SRs. (The Secretariat is expected to be able to take over financial management in Year 3). This agency will be responsible for disbursing and supporting the Secretariat through the accounting for funds made available to the organizations implementing projects, providing organizational/management capacity building to implement ingagencies, and providing reports and financial analysis on funds’ expenditure.

    3.0 Invitation for Expression of Interest

    Expressions of Interests are now invited from eligible firms who should indicate their interests in providing the above services. Interested firms must provide information indicating that they are qualified to perform the services (i.e. description of and experience in similar assignments, availability of appropriate skills among staff). This is not a request for proposal. Expressions of Interest must be in English language. Interested consultants may associate to enhance qualification.

    4.0 Eligibility

    Firms expressing interest must meet the following criteria to be eligible for further consideration, and to be invited to submit a full proposal:

    • Ability to establish a presence in Windhoek, Namibia (Organizations with a presence in some or all of the other seven of the E8 countries will have an advantage. The E8 countries are Angola, Botswana, Mozambique, Namibia, South Africa, Swaziland, Zambia, and Zimbabwe).

    • Registration with reputable professional accounting bodies.

    • Experience in implementing or overseeing financial management for large donors. (Experience with the Global Fund financial management and reporting requirements is a significant advantage).
