    1. The Southern African Development Community (SADC) Secretariat has received financing from the African Development Bank toward the cost of the Sustainable Financing of Regional Infrastructure and Industrial Projects in SADC Project and intends to apply part of the agreed amount for this grant to payments under the contract for a Finance Expert.

    2. As part of implementation of the Project, SADC Secretariat is recruiting a Finance Expert. SADC Secretariat hereby invites Individual Consultants to indicate their interest in the following Assignment: Finance Expert.

    3. Objective of the assignment:

    The Finance Expert shall provide financial management services to support the implementation of the SADC-AfDB Project on Sustainable Financing of Regional Infrastructure and Industrial Projects in SADC under the Directorate of Finance, Investment and Customs (FIC).).

    4. Scope of Works

    (i)    preparing the annual and quarterly budgeting and work plans;

    (ii)  Implementing sound accounting systems, maintaining up to date project accounts, day-to-day administration of project funds and ensuring that these conform to the administrative and financial requirements and procedures of the financial and accounting procedure manual of the project, in line with the African Development Bank-funded projects financial management standards and the SADC Secretariat.

    (iii) Prepare quarterly, semi-annual and interim financial statements reports which should include comparisons between budgeted and actual expenditures, expected receipts against actual; and Annual Financial Statements for management monitoring purposes, as well as reporting to the AfDB and SADC and providing explanations on material variances in accordance with agreed time tables;

    (iv) Prepare regular reports on expenditure and budget control;

    (v)  Controlling income financial resources inflows, expenditures and liquidity position periodically and preparing related reports;

    (vi) Prepare detailed cost estimates and lead reconciliation, budget analysis and projections as required by standards for financial management of projects funded by the ADF Grant resources of AfDB and SADC Secretariat;

    (vii)                Process and monitor payment requests ensuring that necessary clearance is obtained and payments are effected promptly and in accordance with applicable regulations of the financial and accounting procedure manual of the project of the AfDB and those of the SADC Secretariat;

    (viii)               Ensure that disbursement requests are prepared and submitted to the AfDB in a timely manner, in order to maintain the necessary cash-flows to support the implementation of project activities;

    (ix) Ensure strict adherence to the Banks disbursement rules and regulation at all times throughout the project;

    (x)  Establish appropriate systems and records maintenance for the overseeing and managing the Project Special Account in line with the Bank rules and procedures;

    (xi) Assume responsibility for the issues relating to the accounting system being used for the project. The system should be capable of capturing all the project expenditures and generate the required reports for the project;

    (xii)                Advise the Project Coordinator and address/report on all matters relating to the project financial management

    (xiii)               Ensure that all advances and direct payments to the benefit of the Project are well recorded and justified in accordance with the financial and accounting procedure manual of the AfDB and SADC Secretariat procedures;

    (xiv)              Facilitate and support the Project Coordinator in organizing the logistics for Project Steering Committee meetings and any other meetings related to and requiring logistical support from the Project;

    (xv)               Advise, facilitate and support project staff, consultants, and meeting delegates on all aspects related to allowances, salary advances, travel claims and other financial matters;

    (xvi)              Prepare all necessary financial and administration and management correspondence; and be responsible for follow-up;

    (xvii)             Arrange for the Project’s annual internal and external audits and make sure that the audit reports are approved before the submission expiry date; and

    (xviii)            Carry out any other duties as may be delegated by the Director of Finance and or the supervisor, under the Project.

    5.0 Duration and Timetable for the Assignment

    Contract duration will be twelve (12) months. The Finance Expert will be expected to start work in April 2020. 

    6.0 Deliverables Expected

    The Finance Expert will report to the Financial Controller, Grants, Contracts and Projects and shall issue a monthly report comprising:

    (i)        Monthly bank reconciliation;

    (ii)       Monthly financial report based on the format stipulated by Director of Finance; and

    (iii)      Claim stating compliance with the above requirements.

    7.0 Qualifications and Experience

    The Finance Expert will possess the following qualifications and Experience:

    (i) A minimum of Bachelor’s Degree in Accounting, Finance, business management with a professional qualification as CA, Master’s in Business Administration (MBA), or any other equivalent degree;

    (ii)       Professional qualification, e.g. ACCA, CA, CIMA, CPA or equivalent;

    (iii)      Member of an internationally recognised accounting body such as ACCA, CIMA, ICAEW, ICAS, ACPA or equivalent; and

    (iv) At least eight (8) years’ demonstratable experience as a finance expert and or a position with similar scope of responsibilities, of-which three (3) should be with donor funded projects;

    (v) Specific work experience in projects funded by the African Development Bank Group or World Bank, EU and or similar International Cooperating Partner would be required;

    (vi)Experience of working in international projects/organizations dealing with multiple currencies;

    (vii)Fluency in English. Knowledge of Portuguese and French would be an added advantage; and

    (viii)Computer literacy and competence, Microsoft Word, Excel, Access, Power Point.

    8.0 Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework, dated October 2015, which is available on the Bank’s website at http://www.afdb.org. A shortlist of three to six individual consultants will be established after the deadline of the request for expressions of interest. The consultants on the shortlist will be judged on the following criteria based on their updated resume.
