The Southern African Development Community (SADC) Secretariat has received financing from the African Development Bank toward the cost of the SUSTAINABLE FINANCING OF REGIONAL INFRASTRUCTURE AND INDUSTRIAL PROJECTS IN SADC Project, and intends to apply part of the agreed amount for this grant to payments under the contract for Consultancy Services to Develop Project Implementation Monitoring System through a projects information management portal
The services included under this project are to assist SADC to develop an online portal of infrastructure projects. The consultancy firm will also input 62 priority projects on the online database and offer training to Member States on how to input data on the portal. The firm will be responsible for developing an online database drawn from the priority list of infrastructure projects, which fosters transparency and provides orientation for a better monitoring of project implementation
The SADC Secretariat now invites eligible consulting firms to indicate their interest in providing these services. Interested consulting firms must provide information indicating that they are qualified to perform the services (i.e. description of similar assignments, experience in similar conditions and availability of appropriate skills among staff). Consultants may constitute joint ventures to enhance their chances of qualification. The firm should have significant in-depth international expertise and regional knowledge on regional infrastructure projects; relevant consulting experiences with National Governments and/or RECs; track record of success in developing screening methodology and tools in the infrastructure sector; and expertise on Project Prioritization and Project Preparation systems. The firm should have successfully completed in the past 10 years at least 3 contracts of similar nature and complexity. This assignment is expected to be undertaken over a period of nine (9) calendar months from the commencement date of 20 November 2020.

Establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework, dated October 2015, which is available on the Bank’s website at http://www.afdb.org
