    PROJECTS AT REGIONAL AND MEMBER STATES LEVELS, INCLUDING OPTIONS FOR DISASTER RISK FINANCING

    The Southern African Development Community (SADC) Secretariat has received financing from the African Development Bank toward the cost of the SUSTAINABLE FINANCING OF REGIONAL INFRASTRUCTURE AND INDUSTRIAL PROJECTS IN SADC Project, and intends to apply part of the agreed amount from this grant for payments under the contract for Consultancy services to develop financial instruments to support implementation of SADC regional integration projects at regional and Member States levels, including options for disaster risk financing.

    The services included under this project are to support the development of financial instruments and frameworks relevant to the SADC regional projects such as Infrastructure Bonds, Green Bond, Partial Risk Guarantees, Financial Insurance Guarantees, Partial Credit Guaranteesand Syndicated Instruments tailored to SADC Member States and to create incentives to stimulate long-term investment finance in the SADC Region, in line with the SADC Regional Resource Mobilisation Framework and also in complementarity with the consultancy services for the operationalisation of the SADC Regional Development Fund (RDF). In addition, the purpose of the assignment is to investigate options for disaster risk financing including options for risk insurance facilities that can assist Member States to address both humanitarian and infrastructure reconstruction and recovery needs caused by natural disasters. This assignment is expected to be undertaken over a period of nine (9) calendar months from the commencement date of 20 November 2020.

    The SADC Secretariat now invites eligible consulting firms to indicate their interest in providing these services. Interested consulting firms must provide information indicating that they are qualified to perform the services (i.e. description of similar assignments, experience in similar conditions and availability of appropriate skills among staff). The Consulting Firm should have been in existence for at least ten years as a firm with considerable experience in management consulting covering development of financial instruments/research and designing insurance risk facilities. The firm should have African regional experience and an understanding of the challenges of resource mobilisation for regional projects and programmes, as well as previous experience in a similar assignment/endeavour within the international development finance landscape. The skills among the staff should include expertise in Financial Sector/Development Finance and Risk Finance/Disaster Risk Finance.

    Establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework, dated October 2015, which is available on the Bank’s website at http://www.afdb.org
