DESCRIPTION:Description \n\nFollowing the  approval of the Charter establi
 shing the SADC MCSCC by\nSADC Council of Ministers in August 2017\, in Pre
 toria\, South Africa\,\nthe Charter entered into force on 08th April 2023 
 after reaching the\ntwo-thirds majority. With the entry into force of the 
 Charter\, the\nMCSCC was then established as a Regional Organisation by SA
 DC Member\nStates viz. Angola\, Botswana\, Eswatini\, Lesotho\, Madagascar
 \, Malawi\,\nMozambique\, Namibia\, South Africa\, United Republic of Tanz
 ania and\nZambia\, with Seychelles acceding to the Charter in July 2023. P
 rogress\nhas been made towards operationalising the MCSCC as summarised be
 low:\n(i) In November 2017\, Ministers of Agriculture and Food Security\,\
 nFisheries and Aquaculture approved the establishment of the Interim\nProj
 ect Management Unit (IPMU) based in Maputo\, Mozambique at the\nMinistry o
 f Sea\, Inland Waters and Fisheries. \n\nMinisters also appointed the SAD
 C Regional Technical Team (RTT) to\nguide the work of the IPMU in operatio
 nalising the MCSCC. Approved 10\nApril 2024 (ii) The Government of Mozambi
 que seconded two officials\n(Coordinator and a Fisheries Monitoring Contro
 l and Surveillance\nExpert) to the IPMU since 2019 and on 20 April 2023\, 
 the Honourable\nMinister of Sea\, Inland Waters and Fisheries of the Repub
 lic of\nMozambique\, Honourable Lídia Cardoso handed over keys of the MCS
 CC\nInterim Offices to Secretariat. The offices are based at the Ministry\
 nof Sea\, Inland Waters and Fisheries (MIMAIP)\, and are housing the IPMU\
 nand the Fishing Vessel Monitoring Centre. (iii) The MCSCC is now\nfunctio
 nal and is implementing minimum services through the IPMU. \n\nRecently\,
  Ministers approved the Information portal for the MCSCC\n(www.sadcmcscc\,
 org [http://www.sadcmcscc\,org])\, which also hosts\nsecure platforms wher
 e IPMU supports Member States to track and\nmonitor movements of fishing v
 essels of interest (SeaVision platform)\nand collate information and evide
 nce of illegalities and share with\nnational Fisheries Monitoring Centres 
 to enable inspections or\napprehensions (BaseCamp platform). IPMU supporte
 d by Secretariat\,\ncontinues to coordinate capacity building programmes a
 nd advisory\nservices through development of policy briefs and engagement 
 in\nstudies on topical issues\, and facilitate implementation of projects\
 nsupporting the MCSCC. \n\nThis work is guided by key policy documents wh
 ich were approved by the\nMinisters: the RISDP (2020-2023)\, SADC Protocol
  on Fisheries (2001)\,\nCharter for the MCSCC (2017)\, SADC Regional Fishe
 ries Monitoring\nControl and Surveillance Strategy (2021) and the SADC Cod
 e for\nInformation and Data Sharing through the MCSCC (2022).\n

 ng in the field of\ngender equality\, GBV prevention\, Sexual and Reproduc
 tive Health and\nRights (SRHR) and data analysis. The conference will prov
 ide a\nplatform for sharing knowledge\, experiences\, and innovative solut
 ions\non utilizing data and evidence to address GBV in the SADC region. \
 n\nIt will explore strategies for leveraging data and evidence for GBV\nPr
 evention in the region that also promote gender equality\, empower\nwomen 
 and girls\, strengthen health systems\, provide accessible and\nyouth frie
 ndly SRHR services\, and foster a culture of nonviolence and\nrespect for 
 human rights. Addressing the challenges with data for GBV\nprevention incl
 uding SRHR related data in the SADC region requires\nconcerted efforts fro
 m governments\, civil society organizations\, and\nother stakeholders. By 
 addressing these challenges\, the SADC region\ncan improve data collection
  systems and generate comprehensive and\nreliable data that informs eviden
 ce based GBV prevention strategies\nand interventions. \n\nIn summary\, t
 he objectives of the Regional Conference are: \n\n• To provide a platfo
 rm to foster collaboration and knowledge\nexchange among stakeholders invo
 lved in GBV prevention and related\nmatters within the SADC region on best

 imum socio-\neconomic development which is highly sensitive to weather and
  climate\nvariability\n\nThe SADC Secretariat through its Climate Services
  Centre is convening\nthe Twenty-Seventh Southern Africa Regional Climate 
 Outlook Forum\n(SARCOF-27)\, which will be preceded by a Climate Experts M

 ections on 29\nSeptember 2023.  The Secretariat Support Team is expected

 M\nHeadquarters and prepare logistics for the deployment of observers.\n\n
 Accordingly\, in line with the revised SADC Principles and Guidelines\nGov

 inate technical\, logistical and administrative arrangements for\ndeployin
