2. The Southern African Development Community (SADC) has received a grant from the African Development Bank (ADB) in various currencies equivalent to UA 20.00 million towards the cost of the Support to the Control of Communicable Diseases Project and intends to apply part of the proceeds of this grant to eligible payments under the contract for consultancy services for “Developing Harmonised Regional Guidelines for Sustained Access, Availability, Acceptability and Use of Condoms”

3.The main objective of the work is to review major bottle necks to the consistent and correct use of condoms as well as good practices in order to develop regional guidelines for accessibility, availability, affordability acceptability and consistent and correct use of condoms of good quality. The main activities for the work will include and may not be limited to the following: (i) a targeted literature review related to an assessment of major bottlenecks to the correct and consistent use of both male and female condoms (ii) develop regional guidelines for accessibility, availability, affordability acceptability and consistent and correct use of both male and female condoms of good quality.

4. SADC now invites qualified firms to indicate their interest in providing the services. Interested firms must provide a statement of capability, resources and experience indicating that they are qualified to perform the services (brochures,description of similar assignments, experience in similar conditions and demonstration of appropriate skills).

5. A short list of six firms will be compiled in accordance with the procedures set out in the African Development Bank’s Rules and Procedures for the Use of Consultants using Quality and Cost Based Selection (QCBS).
