  SUPPORT TO THE CONTROL OF COMMUNICABLE DISEASES (HIV/AIDS, TUBERCULOSIS AND MALARIA) PROJECT


        REQUEST FOR CONSULTANT’S EXPRESSIONS OF INTEREST


1. This request for Expressions of Interest (EOI) follows the General Procurement Notice for this Project that appeared in UN Development Business No AfDB175-686/06 of 16 September 2006.


2. The Southern African Development Community (SADC) has received a grant
from the African Development Bank (ADB) in various currencies equivalent to UA
20.00 million towards the cost of the Support to the Control of Communicable Diseases Project and intends to apply part of the proceeds of this grant to eligible payments under the contract for consultancy services “To develop Financing Mechanisms to Support the implementation of the Draft Framework for Mobile Populations and Communicable Diseases in the SADC Region”

The purpose of the consultancy is to propose financing models for migrant health and also mechanisms for great participation of the private sector. The consultancy will be expected to undertake limited country visits to major sending and receiving Member States and then make appropriate estimates of migrant population including undocumented migrants. Furthermore, the consultants will be expected to undertake cost benefit analysis for providing health services to migrant population including undocumented migrants.


The consultancy will be a combination of limited field work, literature review and
modelling to estimate both the population of migrants and the costs. It is expected that a combination of skills in Health Economics, Public Health and Demography will be essential in the successful implementation of the assignment.


 3. SADC now invites consulting firms to indicate their interest in providing the
 services. Interested firms must provide a statement of capability and experience
 indicating that they are qualified to perform the services (brochures, description of experience in similar assignments, experience in similar conditions and the Region, Professional Reputation, availability of appropriate skills among staff, etc.).


4. Selection of the consulting firm will be based on Consultants’ Qualifications (CQS) in accordance with the procedures set out in the African Development Bank’s Rules and Procedures for the Use of Consultants.


5. Written EOIs, in English, must be marked “Expression of Interest for Modeling Financing Mechanisms for Migrant Populations” and delivered to the address below by 12H00, Botswana Time (GMT +2) on Friday, 7th May 2010.
