Profession Head of SADC3P
Location Development Finance Resource Centre (DFRC), Botswana
Purpose To lead the SADC PPP Network (SADC3P), an initiative established by the Southern African Development Community (SADC) and its Member States in February 2011. SADC3P's purpose is to provide assistance to the relevant entities in Member States, the SADC Secretariat and Public Private Partnership (PPP) practitioners across the region more generally in developing capacity to implement PPP projects and programmes, improve PPP planning and contribute to the spread of best PPP practice between countries in the region.

As SADC3P is a 'start up' venture, flexibility and willingness to work outside conventional parameters will be essential.

Operating Network
The post holder will be a member of the DFRC staff assigned to the PPP Secretariat.

He/she will report, in terms of line management, to the CEO of DFRC and, in terms of the activities of SADC3P, to a Steering Group comprising representatives from SADC Member States.

There will be a need to maintain and develop high-level external contacts with the SADC Secretariat, PPP public sector taskforces within Member States and other PPP stakeholders.

Responsibilities
  • Take, in conjunction with DFRC and its partners (incl. DBSA, EPEC, GIZ, and the World Bank Institute), all necessary measures for the successful agreement of governance arrangements by the SADC Member States, the approval of the first budget, and definition, approval and delivery of its work programme for 2012 and beyond
  • Give professional leadership to the SADC3P team, promoting a culture of team working, client and results orientation
  • Lead communication efforts with potential members of SADC3P, and in particular the conclusion and classification of membership agreements
  • Ensure regular and adequate communication with members, involving them in the definition and delivery of SADC3P's work programme
  • Liaise with potential funders of SADC3P and finalise funding agreements
  • Lead negotiations with potential clients for EPEC Policy and Programme Support services, including where appropriate on the financial arrangements for such services
  • Establish the business plan for SADC3P, and report on progress against this plan to the Advisory Council and the Steering Committee
  • Lead the recruitment and development of internal staff and external secondees, working with DFRC to negotiate acceptable financial arrangements for seconded staff
  • Provide public leadership of SADC3P and ensure an appropriate communications strategy for the initiative
  • Provide quality control over all aspects of SADC3P's work and output
  • Liaise with sponsors, donors and other partners as well as with other SADC initiatives (incl. the DFI Network and the Project Preparation Development Facility) particularly with a view to drawing on the wider expertise relating to PPPs beyond the region and/or the Network, and establishing synergies with SADC3P's activity
Qualifications
  • University qualification in a relevant field such as Finance, Economics, Law or Business Administration
  • At least 10 years of relevant experience including at least 5 years of people and budgetary management
  • Knowledge of PPPs in an African context, and understanding of the SADC infrastructure strategy
  • Good knowledge and understanding of the SADC mission and activities
  • Excellent knowledge of written and spoken English. Knowledge of French and/or Portuguese would be an advantage

  • Ability to establish and maintain effective collaborative working relationships with clients, peers, partners and senior management of SADC
  • Facilitation and chairing skills
  • Ability to command the confidence of senior decision-takers in national PPP taskforces and the SADC Secretariat
  • Leadership abilities and skills in managing and coaching people and teams
  • Strong client orientation
  • Strong organising and prioritising capacity – a proven capacity to plan, negotiate and deliver complex initiatives
  • Decision-making skills

The successful applicant shall be contracted initially for a period of two years, and may be required to undertake extensive travel around the Region and to hold high level meetings with various stakeholders including Network members, SADC Governments, international cooperating partners and other PPP partner institutions.
