SADC Procurement Policy (2011)

The SADC Secretariat and its decentralized structures. It incorporates the relevant provisions of the SADC Secretariat's Financial Regulation which governs this Policy.

It is based on the following principles:

* Maximizing economy and efficiency in procurement to achieve value for money;
* Fostering and promoting competition by encouraging participation in procurement proceedings by economic operators regardless of nationality.
* Promoting transparency, accountability and Ethical Standards among stakeholders in following the SADC Secretariat Procurement Policy.
* Providing for the fair and equitable treatment of all economic operators to promote the integrity of, and fairness and public confidence in the procurement process

It provides specific and clear guidance on the methods of procurement and proceedings, bidding proceedings, prequalification proceeding, reviewing of procurement decisions and administrative provisions.
