Concept: A regional REDD+ approach: Methodologies and Institutional Framework

Current discussions on REDD+ largely focus on issues related to methodology, safeguards and base-lines for forest emission levels. Many of these issues are addressed on a national or sub-national level, putting aside the potential benefits of a regional approach. SADC has worked on promoting a regional approach for REDD+, and recently adopted a regional SADC Support Programme on REDD+. This programme was developed jointly with the Member States and aims to improve the capacity of Member States to manage and benefit from REDD+ programmes through regional cooperation. A regional REDD+ mechanism has the potential to more effectively address some of the cross-border drivers of deforestation and forest degradation, to possibly enable countries with low forest cover to participate in REDD+, and to develop joint standards for MRV and forest reference levels. Challenges for a regional approach that need to be addressed include the development of regional capacity to comply with requirements set by the UNFCCC and the GCF as well as questions regarding the potential institutional architecture/framework for a regional REDD+ mechanism. This side-event will present the results of a study SADC commissioned to examine the regional challenges and potentials for a regional REDD+ approach in a region where Member States not only differ in size but also in forest type and cover as well as economic development. It will also point out some potential solutions to the challenges faced by SADC Member States in their preparations for REDD+.
